8.
Construction of Medium
Density Housing Estates
The State
Government has built 1550 Units of Houses in
thirty-one (31) Local Government consisting of
fifty (50) Units per Local Government. Also, each
Medium Density Housing Estate (MDHE) has been
serviced with the following infrastructure:
(a)
Borehole with
overhead tank attached to each Estate and linked
to each flat.
(b)
Electricity with a
transformer which also services neighbouring
villages of the area of its Location
(c)
Fencing of all the
Estates
(d)
Burglary Proof in all
doors and windows in each of the Flats
(e)
Survey of all the
Estates and passalation of each within the Estate.
(f)
Internal Road network
and drainage is also to be provided in all the
forty-three (43) sites where the Estates are
located.
About 500
Units of Houses have been completed while work is
in progress in the remaining Estates.
9. Computerization
and Networking of key service Departments of Akwa
Ibom State Government.
This project was jointly awarded
to Messrs. Progenics Corp Limited and Messrs IBBIL
Computers in 2001 at a cost of N124, 000,000.00
and supervised by Messrs Xousene Technologies
Limited.
The project
is a total computerization and complete
integration of systems using sophisticated
equipment and robust soft ware systems to produce
an automated environment that is functional.
The initial
phase of this project covers key service
Departments in Akwa Ibom State Civil Service such
as:
(a)
Office of the
Executive Governor
(b)
Office of the Deputy
Governor
(c)
Ministry of Finance
(d)
Office of the
Secretary to the State Government
(e)
Office of the
Accountant-General and Treasury
(f)
Department of
Establishment
(g)
Civil Service
Commission
(h)
Internal Revenue
Service
(i)
Budget Department
(j)
Office of the Head of
Service
These
Departments/Offices are linked together in a Local
Area Network (LAN), across the State Capital.
This
computerization and Networking project will not
only promote accuracy, transparency, and
accountability in Government but will also provide
timely information.
10.
World Bank/State
Governance/Capacity Building Project
Since 1999, Government has taken several reform
measures to improve governance capacity,
strengthen the Civil Service and increase its
efficiency in Service delivery. The measures are
targeted at achieving reforms in these key areas
namely: payroll controls, improve accountability
and transparency, production of timely audited
accounts and financial Statements as well as
elimination of ghost workers.
These reforms
have met with relative success which has spurred
the State Government to strive for more in-depth
reforms that will strengthen the machinery of
Government.
In the year
2002, Akwa Ibom State Government participated in a
competitive bidding among the 36 States of the
Federation and was selected from the South-South
Zone for sponsorship under the World Bank State
Governance and Capacity Building Project.
The Project
consists of Core Reforms on Financial Management
which is applicable to Six (6) participating
States and Akwa Ibom Specific Reform Programmes in
Public Sector Restructuring and Human Resource
Management in the State Civil Service.

Presently, the sub-project document is before the
World Bank Council in Washington for
consideration and approval.
11.
Micro Credit
Schemes
Through these schemes, the State Government has
given out loans to Co-operative Societies, Church
Fellowships, Traders, Farmers and Small-Scale
industrialists to enhance their well being and
also promote economic independence.

Audited Account
The Accounts
of the State Government have been successfully
audited up to December, 2003 as illustrated below:
This
development is a testimony to the resolve of Obong
Attahs administration to adhere to the tenets of
transparency and accountability.
13.
Community-Based Rural
Transformation
Arc. (Obong)
Attahs administration is committed to its policy
thrust of ensuring socio-economic transformation
of the State through the provision of
people-oriented Projects .
Between 2004
and 2005, the State Government under the auspices
of the Inter-Ministerial Direct Labour Co-ordinating
Committee executed and also commissioned
ninety-three (93) various projects.
The Projects
which cut across twenty-eight (28) Local
Government Areas in the State include:
Electricity, Mini-Water, Classroom Blocks, an
access road, Health Centre Building and Police
Staff Quarters.
Also, under
the current phase of its intervention programme,
153 projects that were embarked upon have been
completed. The breakdown of the projects are as
follows:
Electricity - 85
Mini
Water - 18
Construction
of facilities in Schools and Hospitals - 50
Total: - 153
