STATE GOVERNANCE/CAPACITY BUILDING PROJECT
Since 1999,
Government has taken several reform measures to
improve governance capacity, strengthen the Civil
Service and increase its efficiency in service
delivery. The measures are targeted at achieving
reforms in these key areas namely; improve
accountability and transparency, production of
timely audited accounts and financial statements,
financial management, budgeting and
computerization/networking etc.
These reforms have
met with huge success which has spurred the State
Government to strive for more in-depth reforms
that will strengthen the machinery of Government.
To this end, in the
year 2002, the Ministry of Finance, on behalf of
the Akwa Ibom State Government participated in a
competitive bidding among the 36 States of the
Federation and was successful as one of the six
states selected from the South-South Zone for
sponsorship under the World Bank State Governance
and Capacity Building Project.
The project consists
of Core-Reforms in Financial Management and Akwa
Ibom Specific Reforms Programme in Public Sector
Restructuring and Human Resource management in the
State Civil Service.
Core Reforms
Programme (CRP)
Specifically, the
Core Reforms Programme includes the following:
(a) Public
Financial Management Legislation
(b) Budget
Reforms
© Treasury
Management, accounting and reporting
(d) Development and Implementation of a
properly sized financial Management Information
System.
(e)
Strengthening of Audit.
(f) Basic
Human Resource Management Modernization

Sector Restructuring
(ii) Human
Resource Management which consists of Management
Information System and Performance
Management Reforms
Presently, the State
Government has produced the sub-project document
and it is now before the World Bank Council in
Washington for consideration and approval. |
