Policy formulation and interpretation within the State Civil
Service in respect of rule and regulations;

Management Services in the State Civil Service;

Issuing of circulars on changing government policies on service
matters;

Application and interpretation of rules, regulations and

Monitoring of Personnel Management Machineries of the service

provide guidance

Scheme of Service;

Evaluation and grading;

Formulation of pensionable and contract appointments in the State
Civil Service;

Ratification of temporary appointments in the State Civil
Services;

Co-ordinating industrial relations matters in the Civil Service;

Handling of matters relating to Public Service Negotiating Council
I,
II and III in the State Civil Service;

Control and custody of records and confidential personal files of
all
the Staff in the Civil Services;

Verifying appointments and promotions of Civil Servants in the
Service;
- Retirement
of Civil Servants in the State Civil Service;

Pensions and Gratuities Services to pensions Boards within the
State
Public Service;

Offering Services to Pensions Boards within the State Public
Service;

Merging and condonation of break in service;
-
Issuing of notices on service matters of gazette publication

Administration of manpower development and Training in the State
Civil Service;
- Study
Leaves with/without pay in the service;

Organizing Seminars, Workshops and Conferences in the Civil
Service

Control and management of the State Civil Service Training Centre;

Administering and conduct of the Administrative and professional
Officers Compulsory Examination, etc. in the Civil Service;

Liaising with the Federal and Foreign Government, International
organizations for technical assistance awards;
-
Promotion of job satisfaction, efficiency and industrial harmony
within the Civil Service;

Ascertaining and co-ordination of personnel needs of the various
Ministry/Departments;

Publication and up-date of State Civil Service Staff List;
-
Organization and Methods;
-
Liaising with Federal Ministry of Labour for advice on labour/
Industrial matters in accordance with labour news.
Achievements of the Department
-
Training of a total of two hundred and sixty (260) civil servants
who recently passed out after successfully completing Assistant Executive
Officer (General Duties) Course; Typist Grade I Course; and Computer
Application Course mounted by the Civil Service training Centre of the
Department of Establishments;

Conducting of compulsory confirmation Examination for staff on
Executive Officer cadres in the Publication Service;
-
Represented Akwa Ibom State at the National Council on
Establishment meetings at Jos and Sokoto;
-
Represented Akwa Ibom at the National Joint Public Service
Negotiating Council meeting in Markurdi, Benue State;
-
Processing/approval of application for study Leave in favour of
two hundred and twenty-nine Civil Servants;
-
Sponsored ten (10) Confidential Secretaries on Productivity
Improvement Seminar in Port Harcourt, Rivers State in October, 2003;
- Sponsored
four (4) Directors selected from different Ministries on a National
Training Workshop in Lokoja, Kogi State;

Sponsored five (5) Senior Staff selected from various Ministries
on a Records Management Seminar at the Centre for Management Development
(CMD) in Abuja in October, 2003;
