FUNCTIONS OF EACH
DIRECTORATE
Function of Directorate
of Administration and Finance
Assist in
the formulation, execution and review of policies.
Performing
personnel, financial and general administrative matters.
Co-ordinating
the training programme of employees.
Preparation of draft memo and speeches.
Provision
of advice and guidelines on the handling of personnel
matters in the work place.
Preparation of annual estimates of revenue and expenditure.
Establishment and maintenance of accurate staff information
system.
Keeping
the book of accounts of the Commission in accordance with
modern accounting principles.
Preparing
all vouchers relating to payments of staff salaries,
allowances and claims.
Performing
such other duties as may be assigned by the Executive
Chairman.
Functions of the Directorate of Public Enlightenment and
Education
This
department is the life wire of the Commission. The
department is responsible for disseminating the activities
of the Commission in the area of news, jingles, slogans and
commentaries.
Addition
to this, the department arranges advocacy visits to schools,
churches, traditional rulers and the people in general.
The
department takes charge of all media materials for the
Commission: the video camera, photographs, compact disc
(CDs) and video cassettes.
The
department sensitizes the people on programmes of
government. So far this has been done in the area of
relocation of Heads of Council to their council
headquarters; payment of taxes; good followership; good
governance aimed at encouraging the Heads of Council to be
accountable to their people in the area of projects and
funds available to the Local Government Area.

Calls: All courtesy calls are handled by the
department.
Functions of the Directorate of Planning, Research and
Statistics
It should
be noted that it is only a section of this Directorate that
is functioning presently, and that is the Library. The
Planning and Statistics sections are not functional due to
lack of relevant staff to man these sections.
The
Functions performed by the Library Section are as follows:
The main
functions of the Library Department to the Commission are:
Selection
and recommendation of assorted books for purchase.
To
catalogue new books – give class numbers, subject headings,
and separate the Non-fiction from fiction.
Arrangement of books in the shelves according to their class
numbers.
Cutting
out “key information” from Newspapers and filing them for
reference purposes.
Proper
documentation of articles from the Commission for reference
purposes.
Succinctly
put, the Library is the store house of knowledge for the
State and Ethical matters.
ACHEIVEMENTS
The
central job of the Commission is re-orientation of the
mind-set and attitudes of the Akwa Ibom man. This job is
mainly in-tangible in nature. Therefore, the Commissions
achievements can hardly be quantified.
However,
our impact has been felt in such areas as:
(a)
Residency of Heads of Councils, Councilors and Key personnel
of Councils: A bill sponsored by the Commission had since
been passed compelling these Local Government functionaries
to reside in their areas of jurisdiction.
(b) A
campaign on tax payment was successfully organized early
this year.
(c) Advocacy programmes have been organized through
different strata of the people. The advocacy programmes have
also been carried beyond the boundaries of this state to
Akwa Ibom people residing in other states.
(d) The
Commission has organized opportunity/Facilities Tour early
this year to enlighten the populace on government projects.
(e) A
Radio programme title Sibaba-Sibaba is being sponsored on
selected topics/subjects such as:
(i) Indulgence
(ii) Leadership/Fellowership
Re-Commissioning of old Projects
Falsification of Records
Punctuality
Public
Servants/Distractions
How Adults
Loss Respect
How
Corporate Bodies should help
Unethical
behaviours
Violence
against Women/Children
Ethics of
Road Usage, etc.
Wrong
attitudes of Churches
(f) Also jingles have been carried on both Radio and
Television on such subjects as:
(i) Abandoned Contracts
(ii) Vandalization of Public Utilities
Obstruction of Government Projects
Examination Malpractices
Chieftaincy Title/Merit Award
Self
Esteem/Akwa Ibom identity
Cultism
The
Commission is poised to carry out its functions with the
co-operation of the citizens. However, it must be noted that
a lot of work with young ones to change their mindest starts
in school and so the Ministry of Education should be
represented in the board.
ON-GOING PROJECTS/ACTIVITIES
(i)
Advocacy is a continuous activity of the Commission, since
it is the major programme aimed at achieving attitudinal
shift and positive ethical conducts.
(ii) Equally, our jingles on electronic media are
on-going. In addition to this, there are other
Radio/Television programmes as interview, Sibaba-Sibaba etc.
There is
also the Good Governance Award instituted for the assessment
of achievements of the Heads of Councils which will
culminate in the selection of the best performing Head(s) of
Council.
